Several Russian news agencies reported that the 10th shipyard at Polyarny was prohibited of using the 'Plavdok-18' floating dock. The dock, build in 1976, is located at Pala Bay of the Kola Bay and is used for repairs and maintenance to vessels. The Polyarny District Court of the Murmansk Region reportedly prohibited the 10th shipyard, part of the United Shipbuilding Corporation, to operate the floating dock on the grounds that no proper confirmation of the technical condition was registered. The court therefor concluded that safety and navigational requirements were not met. Attempts by the management of the 10th Shipyard to file a complaint at the Murmansk Regional Court did not resulted in a lifting of the prohibition as the Murmansk Regional Court agreed to the findings of the Polyarny District Court.


When it comes to floating docks, the Northern Fleet has a troubled history in recent years. Most notably the sinking of the PD-50 floating dock in November 2018. The PD-50 sank while the aircraft carrier RFS Admiral Kuznetsov was still inside, causing additional damage to the carrier and delaying its modernization which in turn resulted in a rise in costs.

It therefore comes as no surprise that tougher safety regulations are being enforced in the Northern Fleet area of responsibility when it comes to the use of floating docks. In this case, Plavdock-18 was build in 1976, making it 44 years old and thus more prone for malfunctions due to its age. Without guaranteeing the safety of the floating dock, the Russian Navy risks repeating the incident with the PD-50 which leads to delays in repairs and modernization and an increase in costs. By making sure that floating docks are certified and inspected, the risk for accidents decreases and timely repairs of warships can be assured and remain on budget.

Russian sources did not mention what type of vessels make use of the Plavdock-18 for their repair which makes it difficult to conclude if this will affect the surface of submarine fleet of the Northern Fleet. A quick look on commercial satellite imagery reveals that there are still several other floating docks at Polyarny, Severomorsk and Murmansk which raises the question if the prohibition to operate Plavdock-18 will make a large impact on the repair and modernization plans of the Northern Fleet. On the other hand, one has to ask the question regarding the technical state of the remaining floating docks still in use. Plavdock-18 might serve as a direct warning and force the shipyards to certify the remaining floating docks and guarantee their safety during repairs and modernization projects of Russian warships.
